Kindle Extra fees for residents of Mexico?

Hello. I just bought international holiday for lighting, while in the U.S.. I have a home there and another in Mexico, but i live in Mexico. I changed my address to the U.S. turning to download some books. When I arrived in Mexico, received a message saying that I would have to pay an extra $ 2 for every book downloaded (excluding the one I had already downloaded). I changed my address to the Mexican. Still I need to pay the fee or is that just to download books from the U.S. store when outside the U.S.?

The fees are built into the prices if you are outside the U.S.. The books cost on average $ 2 more than the cost of books in the U.S. store. If you want to avoid the fees can be downloaded through USB, but in that instance you need to be logged in as U.S..
